RFP FOR SUMMER FOOD SERVICE PROGRAM (SFSP) 2024

The City of Oakland’s Summer Food Service Program requests proposals from prospective food vendors to provide nutritious meals to children 18 years of age and under in the Oakland community at program sites located throughout Oakland. The selected contractors will adhere to federal regulations governing the program for summer lunch and afternoon snack from May 28, 2024 to August 9, 2024 and provide quality meals based on the standard that meets the City and State requirements. We are projecting approximately 100,000 – 120,000 meals will be served across an estimated 40 - 50 sites during the 2024 SFSP. Bids will be scored and will be awarded to the responsible Bidder(s) whose proposal is most advantageous to the program, with price and other factors considered. Costs will be reimbursed on a per meal to be served under this contract must meet the SFSP requirements stated in accordance with all requirements of Title 7 CFR 225 Summer Food Service Program, using the CACFP meal pattern and all related state guidelines and bulletins.

RFP for The Oakland Children’s Initiative 2-Year External Evaluation

The City of Oakland (City) is seeking an external evaluator to develop and implement the initial 2-year evaluation for the Oakland Children’s Initiative (OCI) and its selected Implementation Partners. In accordance with the ordinance, proposals from evaluation firms shall focus on identifying how the Initiative can show collective impact and overall delivery of services in relation to each of the Implementation Partners; this includes strategies, sub-strategies, and activities to increase access and enhance quality early care, education, and college access support services. It will be important to consider the impact of the Initiative on broader community/population well-being, as compared to how the evaluation will document program design and deployment. Based on performance in the initial evaluation phase, the City may consider a longer-term partnership to support the 2-year evaluation requirement set forth in the ordinance. Bids are requested for estimated costs for services with a total not to exceed $700,000.00, annually. For transparency, funding for the evaluation will be paid for through the Oversight, Accountability and Evaluation Fund, a seven percent subset of the OCI funding. At least one-third (1/3) of the monies deposited in the Oversight, Accountability and Evaluation Fund are appropriated for independent, third-party evaluations. Allowable uses are specified in the voter-approved Charter amendment.

FIRE PREVENTION MAILERS AND DOOR HANGERS 24-966-00

The City of Oakland Fire Department’s Vegetation Management Unit invites qualified firms to submit a bid to provide printed mailers and door hangers as described in the attached document. Please be sure to review the sample(s) provided. These mailers are legally required to be mailed annually (historically in May) prior to the start of the vegetation inspection season. Door hangers are utilized during inspections. The Vegetation Management Unit (VMU) serves to inspect properties in the Oakland Hills, much of which is designated as a Very High Fire Hazard Severity Zone (VHFHSZ). The VMU works under the Oakland Fire Department’s Fire Prevention Bureau. The VMU is responsible for the inspections of around 25,000 parcels in the VHFHSZ. The purpose of these inspections is to identify and mitigate hazards that could contribute to the spread, growth, and intensity of wildfire. Inspections are done annually, and property owners are required to actively maintain their parcels in a fire-safe condition year-round. The resulting contract will be for a period of two (2) years with an option to extend for one (1) additional year, at the sole discretion of the city. The contact value is estimated to be $15,000.00 annually including any optional years if exercised. The City of Oakland makes no guarantee as to the dollar value of orders to be authorized pursuant to the award of a contract.
