Real Property Insurance Services (RPIS)

The County of Los Angeles (County) Treasurer and Tax Collector (TTC) Public Administrator (PA) is issuing this Request for Statement of Qualifications (RFSQ) for the provision of Real Property Insurance Services. TTC intends to establish a Master List (List) of qualified insurance brokers of property-casualty insurance products to provide liability, casualty, fire, and related insurance coverages for real properties and/or contents of real properties managed by the PA. The PA will initiate a request for insurance coverage via email to each Contractor on the List to provide the proposed coverage at an estimated real property value by a set deadline. You may download the RFSQ by accessing the County’s website at https://camisvr.co.la.ca.us/lacobids/, selecting “Open Solicitations,” and searching by the solicitation title of Real Property Insurance Services. You may also download the RFSQ by accessing TTC’s website at: https://ttc.lacounty.gov/contract-opportunities/. Vendors are responsible for downloading and reviewing the entire RFSQ. The RFSQ includes the service requirements, Statement of Qualifications (SOQ) content and format requirements, a description of the SOQ selection process, and a sample Master Agreement. Vendors that meet the minimum requirements identified in the RFSQ, Paragraph 3.0, Minimum Mandatory Requirements, are invited to submit an SOQ to provide the services described in Exhibit A (Statement of Work (SOW)) of Appendix A (Master Agreement). Vendors should carefully review the RFSQ and ensure their SOQ complies with all RFSQ requirements. Vendors must prepare the SOQs in accordance with RFSQ, Paragraph 7.0 (Statement of Qualification (SOQ) Requirements). Vendors understand and agree that submission of an SOQ constitutes acknowledgement and acceptance of, and a willingness to comply with, all terms and conditions of this RFSQ and any addenda including, but not limited to, Appendix A (Master Agreement). The terms and conditions of Appendix A (Master Agreement) are not negotiable. SOQs are due no later than 5:00 p.m. Pacific Time, on Tuesday, March 24, 2026, and must be submitted to the email address indicated below. TTC will review each subsequent SOQ submitted after the initial deadline and enter into Master Agreements with each Vendor that meets all requirements of this RFSQ on a flow basis, until there are ten Contractors on the List. The Chief Executive Office's Risk Management Branch (CEO/RMB) is responsible for the administration of the County’s commercially insured programs and self-insured auto/general, medical malpractice liability claims administration, and litigation management and support services contracts. The CEO/RMB is also responsible for the development and maintenance of the risk management information system, and for loss control and prevention. Programs included in this RFSQ contribute to the following objectives: placing employees in jobs in which they can perform safely and effectively; reducing the loss of time due to illness or injury; reducing the number of retirements which are a result of disability; meeting legal mandates related to health, safety and insurance; and accomplishing all of the above at the least possible cost.
