RFP 1008000 - City of Oakland Municipal Facility Energy Assessments

The City of Oakland’s Project and Grant Management Division (PGMD) is seeking a qualified consultant team to conduct energy assessments and audits for City-owned facilities and building sites. This work will be funded through the U.S. Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) program. Due to budget constraints, it is anticipated that the selected consultant will be able to complete no more than 25–30 energy assessments for City-owned facilities. Facilities for assessment will be drawn from the approved list of funded and unfunded City of Oakland Capital Improvement Program (CIP) projects for FY25–27. The City intends to enter into a one (1) year contract in an amount not-to-exceed $365,000.

The contractor must be licensed, have certified technicians, possess all required tools and equipment, and have thorough knowledge of on-going maintenance and repairs of walk-in coolers and freezers. The current walk-in cooler and freezer make and model is a Bally Engineered Structures Inc.: Cooler Model No. 3477-3/8-3L-C and Freezer Model No. 3477-3/8-3-PC. Proposal must include hourly labor rate, overtime labor rate, and any miscellaneous charges. The awarded contractor must include in all their quotes, pro-forma invoices, and final invoices a breakdown of all the charges and material charges must reflect current market rate pricing. The work consists of sidewalk trip hazards survey and repair using the horizontal concrete shaving method at various locations throughout the City of Oakland and as outlined in the scope of services below.
